Signal has partnered with waterfront employers for over 35 years, offering effective solutions to their most demanding Workers’ Compensation issues. Our coverage solutions

Since our inception, Signal has maintained a consistent approach to underwriting and risk transfer. Nevertheless, we persistently seek avenues to improve our efficiency and value proposition for both our Members and partners.

State Act

Signal Mutual offers a companion State Act program, managed as a fixed-cost facility, that is only available to Signal Mutual Members and SafeShore-covered employers. Many across Signal’s Membership utilize this program to cover State Act exposures. The close coordination of claims handling with the longshore coverage offers many benefits, particularly in concurrent jurisdiction states.

 

Incidental Maritime Employers’ Liability

MEL coverage is provided through Underwriters at Lloyd’s of London and is tailored to bridge potential gaps for longshore employees between the Jones Act and the Longshore and Harbor Workers’ Compensation Act (USL&H) Compensation Act.

 

Commercial Auto

Signal partners with an A-rated carrier to provide an option for commercial auto insurance needs, available exclusively to Members of the Mutual. Signal continues to have no financial or operational involvement in the arrangement; however, the strength and quality of the Membership have been critical in gaining the attention and willingness to quote for the markets being engaged.

 

GovCon

Signal’s GovCon division launched in March of 2023, focused on writing DBA insurance for government contractors executing work for the US government overseas. The DBA is an extension of the USL&H Act. Given that many of Signal’s Members have DBA exposure, this coverage was a natural expansion of Signal’s existing capabilities. In addition to bringing additional revenue to the Mutual, Signal’s GovCon solution provides Members and other certificate holders with the best-in-class claims and safety services Signal has become known for.

 

SafeShore

Operating since 2015, SafeShore delivers an alternative USL&H Compensation Act insurance solution to meet the needs of small and middle market firms, and specifically those employers acting as sub-contractors to the Members of the Mutual. Providing USL&H coverage to this segment ensures Signal’s Members have a reliable outlet for their subcontractors to obtain USL&H coverage, while also providing a direct offset to expenses of the Mutual’s core longshore Members.
